Job Summary
Chief Executive Officer (CEO)
The successful applicant for the Chief Executive Officer (CEO) position will be a strategic, accountable, and community-focused leader with demonstrated strength in financial management, governance, and organizational leadership. The CEO works closely with the Library Board to provide advice, implement strategic priorities, and ensure the effective and efficient delivery of services for the Petawawa Public Library.
Position Responsibilities:
- Lead the development, implementation, and evaluation of the Library’s strategic plan in alignment with Board priorities
- Oversee all financial operations, including budget development, long-term financial planning, forecasting, reporting, and compliance; ensure strong fiscal accountability and stewardship of public funds
- Direct human resources functions including recruitment, labour relations, performance management, staff development, and fostering a positive workplace culture
- Support and advise the Library Board on governance, policy development, and strategic decision-making
- Develop, review, and implement policies to ensure effective, compliant, and forward-thinking library operations
- Ensure effective library administration, including oversight of services, collections, programs, technology, and facilities
- Build and maintain collaborative relationships with municipal leadership, community partners, and stakeholders
- Act as the primary spokesperson and advocate for the library
- Ensure compliance with applicable legislation, regulations, and best practices
Key Competencies and Qualifications:
- MLIS and two years of experience in Public Libraries; Library Technician or Excel Certificate in Managing a Small Public Library and 5 years of experience running a Public Library.
- Demonstrated expertise in financial management, including budgeting, financial planning, and public sector accountability
- Strong knowledge of governance principles and experience supporting or working with a governing Board
- Proven leadership experience with responsibility for human resources management, including team development and labour relations
- Experience working with and negotiation of a Collective Agreement considered an asset
- Experience in strategic planning, implementation, and performance measurement
- Strong background in policy development, analysis, and implementation
- Excellent communication, interpersonal, and relationship-building skills
- Ability to think critically, make sound decisions, and lead organizational change
- Strong organizational and administrative skills with the ability to manage multiple priorities
- Comfort with technology and modern service delivery models
Preferred Assets:
- 5 years Financial experience
- 5 years Human Resources experience
- Familiarity with rural or mid-sized community library systems
- Knowledge of Ontario public library legislation and governance frameworks
- Experience in municipal or broader public sector environments
- Bilingualism (English/French) is considered an asset
