The Municipality of Chatham-Kent has an opening for a permanent full-time Manager, Support Services in the Chatham-Kent Public Libraries division.

Job description

The Manager of Support Services is responsible for providing support services for library operations system-wide by supervising Technical Services, Library IT and Courier Services as well as manages the Bothwell/Highgate/Ridgetown Hub. Develops, motivates and leads a team of library professionals composed of librarians, technicians and library assistant staff to deliver quality library service in both urban and rural libraries throughout Chatham-Kent.

Essential responsibilities

  • Demonstrate Chatham-Kent’s core values and competencies

Integrated Library System

  • Develop, implement and supervise the maintenance of the Integrated Library System (ILS)
  • Identify, develop, co-ordinate and deliver training and development for staff on ILS and other technology available at CKPL to build staff capacity
  • Oversee the development of website, intranet, telecommunication systems

Technical Services

  • Develop and implement a comprehensive plan for technical services and collection development across CKPL
  • Support best practices in cataloguing including print and digital resources
  • Determine strategic directions for the provision of collections at CKPL
  • Provide direction with regard to acquisitions, collections, including budgeting, development, maintenance and rotation of collections


  • Direct a team consisting of members of CUPE 12.2 union and non-union staff
  • Responsible for the hiring, evaluating, training, supervising, scheduling, performance management, and motivating direct reports
  • Encourage professional and technical skill development of staff
  • Lead and coordinate projects and initiatives
  • Establish an effective teamwork environment

Strategic Planning

  • Supervise the delivery of all technology across CKPL
    Implement service delivery as directed by CEO/ Chief Librarian
  • Recommend, develop and implement new solutions for the delivery of library service using project management skills
  • Assist with the development and implementation of clear operational plans for short, medium and long-term goals
  • Prepare grant and funding proposals
  • Recommend the allocation of resources to ensure the efficient and effective operation for service areas
  • Work collaboratively with the management team in decision-making, strategic planning, goal setting and public relations
  • Attend all monthly Library Board meetings as a resource to present and provide information concerning Chatham-Kent Public Library
  • Prepare reports for the Library Board and Council
  • Perform Acting CEO/Chief Librarian duties as required

Community Development

  • Represent the library in the community through the promotion of outreach and library services; participate on committees as required
  • Promote the Library by responding to public input
  • Support collaborative partnerships with community groups as well as professional and government agencies
  • Liaise with internal and external stakeholders in promoting the benefits and value of public library service
  • Contribute to professional organizations as an active participant in the wider library community

Essential qualifications

  • Post-graduate degree in Master of Library and Information Sciences from an ALA accredited university with two to four years related experience preferably in a public library
  • Demonstrated knowledge of library operations, particularly in the area of Systems Administration, ILS and Technical Services
  • Knowledge of library operations and information technology
  • Keeps informed of new developments in the field of librarianship
  • Experience in collections, and a good understanding of the techniques of library work
  • Experience in managing financial and human resources at a branch, department or system-wide level
  • Varied experience in a public library system is preferred
  • Proven ability to work well with staff and community
  • Human resources management experience gained in a unionized environment
  • Knowledge about new technologies and their role and impact on public libraries
  • Experience managing in a unionized environment
  • Knowledge of effective policy development practices
  • Knowledge of public library standards, service delivery and best practices
  • Knowledge of effective project management practices
  • Demonstrate courtesy, sensitivity and responsiveness in behaviour and tone when interacting with others
  • Experience in planning and roll out of Library technology and resources
  • Strong computer skills, specifically in library databases and integrated library systems (Sierra/Encore) required 
  • Working knowledge of FMW and JD Edward
  • Strong computer skills including Microsoft Word, Excel, PowerPoint, email and internet (or other similar software programs)
  • All employees will be required to complete their Health & Safety and other online mandatory training on or before their first day of employment; other training (including Health & Safety policies) may also be required

Work environment/hours of work

  • This position works indoors
  • This position works weekday hours, with occasional evening and weekend hours, and on call after hours and on weekends

Driver’s licence/vehicle requirements

Because this position would be required to travel, a valid Province of Ontario driver’s license with a reliable motor vehicle is necessary.

Background check requirements

The successful candidate will be required to furnish an original Police Information Search (criminal reference check) (working with vulnerable persons) prior to commencement of employment; you must be 18 years of age or older to obtain a vulnerable police check.

  • Hands: constant fine finger dexterity (movement) and mousing
